Implementing an open source knowledge base

Abstract

An open source knowledge base (KB) is implemented to support the Consortium for Studying Open Source in Public Administrations (COSPA). The open source KB considered for this application is DSpace. Prior to implementation, DSpace is customized focusing on its interface and system behavior. Changes made include adding pages that reference JSP tags as defined in the added Java class libraries. The modified DSpace code can tokenize and analyze the contents to provide likely initial metadata values. Functionality that lets users comment on documents and also on comments is also added to meet user community requests. This functionality adds value to a document after submission and helps the KB become a community meeting place.
