Modelling Irish Coast Guard requirements for VHF Data Exchange System R-Mode compliance

Abstract

Due to the numerous vulnerabilities that have been highlighted over recent years and various attacks that GNSS systems are vulnerable to, an alternative mechanism to ensure seafarers' safety is currently under proposal by the International Association of Lighthouse Authorities IALA. This proposed solution operates on international VHF marine band frequencies and intends to use a digital communication signal combined with highly accurate timing available from multiple transmitter sites to provide a calculated position to each vessel. The R-Mode hopes to alleviate any immediate emergencies caused by loss of satellite-based PNT services, and this study examines the requirements within an Irish context, identifying potential issues and suggesting mechanisms to meet the onerous infrastructure requirements of the upcoming next-generation maritime network.
