N2 - In recent years, Unmanned Aerial Vehicles (UAVs) have emerged as a transformative solution for emergency communications, providing versatile, rapid, and adaptable capabilities that extend traditional networks’ reach and resilience. This paper* explores the conceptual foundations, technologies, operational models, regulatory landscapes, challenges, and prospects associated with using UAVs in emergency contexts. Special emphasis is placed on case examples, comparative evaluations with traditional communication systems, and the integration of UAVs with satellite communication systems within wider emergency response ecosystems. The paper also incorporates discussions using real-world examples from China, Japan, Australia, and the United States. It assesses urban versus rural adaptations, comparative effectiveness to traditional methods, and examines key future trends, drawing on a wide spectrum of up-to-date research and development.
